CM-16 Campus Fundraising Policy
Introduction
The Chancellor has charged the Foundation for the LSU Health Sciences Center- Shreveport (Foundation) with being the identifiable coordinator of fund raising activities of the LSU Health Sciences Center- Shreveport. These guidelines are established to enhance efforts to achieve long-range goals. The Foundation was incorporated to assist in all fund raising efforts and to achieve “global success”. The needs of the LSU Health Sciences Center- Shreveport are the first priority.
Scope and Authority
All faculty, employees, staff and volunteers attached to a project, department or unit affiliated with the LSU Health Sciences Center- Shreveport and all employees of the development offices are subject to this solicitation policy and to the procedures as outlined. The Chancellor has the sole authority to (1) set priorities for private fund raising opportunities; and (2) reserve any major prospect for cultivation and specific fund raising goals. The Chancellor may delegate this authority to the President/CEO of the Foundation for the LSUHSC-Shreveport.
Program Management
Annual Programs – Annual giving programs will be maintained as they currently exist for alumni in the School of Medicine. The Foundation office will assist or manage annual giving programs in the Schools of Graduate Studies and Allied Health. Annual programs are to be encouraged in other areas as appropriate.
Special Events – Galas and other events already in place are authorized to continue fund raising activities as in the past. However, all entities must adhere to the following policy: (1) dates of events must be cleared through the Foundation development office: (2) all collateral materials must be approved by the Foundation office in advance of printing (IRS regulations): and (3) any new event must have the preliminary approval of the President/CEO of the Foundation with final approval by the Chancellor. All events should bear their full or total costs with an objective to achieve a net surplus. No event should entail a financial commitment by or cost to the Foundation.
Planned Giving – The Foundation will manage a planned giving program to be marketed throughout the LSU Health Sciences Center- Shreveport to alumni, faculty, staff, patients, friends and other supporters. All planned giving activity on campus will be coordinated by the Foundation staff. Foundation staff are available to assist any component of the Health Sciences Center- Shreveport wishing to participate in a planned giving program.
Endowments – The Foundation will either initiate, manage, or coordinate all campaigns to raise funds for endowments at the LSU Health Sciences Center- Shreveport.
Major Gifts/Special Projects – The Foundation will act as the coordinator for all major gifts ($10,000) and special project funding for the LSU Health Sciences Center- Shreveport. All solicitations of funds of $10,000 and above must be approved by the Foundation. In addition, the Foundation will initiate, direct and coordinate campaigns to solicit funds for specific projects as requested by components of the LSU Health Sciences Center- Shreveport or as directed by the Chancellor.
Accounts- Accounting for all fundraising activities of the LSU Health Sciences Center- Shreveport will be managed by the Foundation. All charitable donations raised through efforts of the LSU Health Sciences Center- Shreveport staff, faculty or advisory committees established by the LSU Health Sciences Center- Shreveport to benefit any project or program must be deposited and held in an account of the Foundation of the LSU Health Sciences Center- Shreveport.
Summary
The policy is published with the goal of maintaining excellent donor relations and establishing new donor partnerships. The objective is to achieve the highest level of donor satisfaction while gaining the maximum level of benefit to the institution. A high level of cooperation and teamwork is required for a successful solicitation. All members of the LSU Health Sciences Center- Shreveport are expected to enter into this process in this spirit.
